TMPA Wins!
July - August 2025

We would like to share some of the recent legal successes TMPA has had for our members. In this report, we will give the names of the attorneys who represented our members but omit the names of the members involved.

Paul G. Aman – Paul G. Aman, Attorney at Law, P.C.
• Member was placed under IA for improper procedure. Upon review, member was exonerated.

Greg Cagle – Gregory Cagle, Attorney at Law, P.C.
• Member was involved in an on-duty shooting. Upon review, the member was no billed.

Steven Dunbar – Law Offices of Steven M. Dunbar
• Member’s former employer kept an original termination letter in member’s file, disseminating it during the hiring process for other agencies and therefore breaching an agreement that had been reached between member and the municipality. Upon review of the agreement, the original letter and any reference to the dismissed charges were removed from all files maintained by the municipality.
• Member was placed under IA with a recommended 3-day suspension for not reporting a fight between inmates in the jail. Upon review and after discussions, the suspension was reduced to a verbal counseling.

Randall Moore – Law Offices of Randall D. Moore, PLLC
• Member was placed under IA for untruthfulness. Upon review, member was cleared.
• Member was involved in an on-duty shooting. Upon review, the DA no billed member and the case was closed.
• Member was involved in an on-duty shooting. Upon review, the shooting was not prosecuted, and the case was closed.
• Member was placed under IA and received a written reprimand for insubordination. After appeal, the reprimand was reduced to a verbal counseling.

Ray Thomas – Raymond L Thomas, Jr, Attorney at Law
• Member was placed on administrative leave for fitness for duty and other policy violations. Upon review, member was found fit and returned to duty. Member received a 5-day suspension for the policy violations but was allowed to forfeit 40 hours of leave.
