In this session, Wade Steen walks attendees through public-sector budgeting, highlighting how management builds, protects, and reallocates funds, and where negotiators can find hidden flexibility. Participants will learn to identify discretionary dollars, uncover movable funds, and recognize which emergency or contingency resources can support negotiated priorities. Wade also shares the latest trends in public-sector budgeting that directly affect bargaining leverage, giving attendees practical tools to challenge claims that there’s “nothing left.”
