TMPA Wins!
October– 2023

We would like to share some of the recent legal successes TMPA has had for our members. In this report, we will give the names of the attorneys who represented our members but omit the names of the members involved.

Paul G. Aman – Paul G. Aman, Attorney at Law, P.C.
• Member was placed under IA for arrest procedures on a juvenile. Upon review, member received verbal counseling and was exonerated.
• Members were involved in an on-duty shooting. Upon review, members were no billed by the grand jury.
• Member was involved in an in-custody death. Upon review, member was exonerated.
• Member was placed under IA for discrimination. Upon review, the charges were unfounded and were removed from member’s personnel file.
• Member was denied a promotion due to the city’s nepotism clause. After a city council meeting and vote was held, the city’s policy was changed, allowing member to promote.
• Member was placed under IA for live ammunition being found in the jail. Upon review, member exonerated.
• Member was facing possible termination for violating policy. Upon review, member was exonerated.
• Member received a dishonorable discharge on F5. After appeal, member’s F5 was corrected to reflect an honorable discharge and the case was closed.


Kenneth Biggs – Biggs & Greenslade, PC
• Member was involved in an on-duty shooting. Upon review, member was no billed, and the case was closed.
• Member was involved in an on-duty shooting during a hostage situation. Upon review, member was no billed, and the investigation was closed.

Amanda Bolin – Smith, McDonald, Bolin
• Member received a general discharge on F5. After appeal, member’s F5 was corrected to reflect an honorable discharge.


Greg Cagle – Gregory Cagle, Attorney at Law, P.C.
• Member was involved in an on-duty shooting. Upon review, the member was no billed by the grand jury, and the case was closed.


John Cullar – Law Offices of R. John Cullar
• Member was involved in an on-duty shooting. Upon review, the grand jury voted to take no action.
• Member was involved in a pursuit ending in a shooting. Upon review, the grand jury took no action, and the case was closed.


Chad Hyde – Gregory A Richards, P.C.
• Member was placed under IA for racism. Upon review, all complaints against member were unsubstantiated.
• Member was involved in a pursuit that ending in a shooting. Upon review, member was cleared and released to return to work.


Robert M McCabe – Law Office of Robert M McCabe
• Member was placed under IA and put on unpaid administrative leave for assault family violence. After appeal, the criminal case was dismissed, and the member was reinstated and awarded 100% backpay.

Randall Moore – Law Office of Randall D. Moore, P.C.
• Member was placed under IA for untruthfulness. Upon review, member was exonerated on all counts, and the case was closed.


Robert Rogers – Lyon, Gorsky & Gilbert, LLP
• Member was placed under IA and possible criminal investigation for assault during a domestic violence call. Upon review, and during a pretrial hearing, the charges were dismissed, and the case was closed.
