January - February 2025
We would like to share some of the recent legal successes TMPA has had for our members. In this report, we will give the names of the attorneys who represented our members but omit the names of the members involved.
Paul G. Aman – Paul G. Aman, Attorney at Law, P.C.
• Member was placed under IA and given a 1-day suspension for a policy violation. Upon review, the suspension was reduced to a letter of reprimand.
• Member was placed under IA for conduct unbecoming an officer. Upon review, member was exonerated, and the case was closed.
• Member left department for a period and, upon returning, did not get seniority back at a civil service agency. Upon review, the city council voted to give seniority back to member.
• Member was involved in a motorcycle pursuit. The motorcyclist lost control, hit a barrier, and died. Upon review, member was exonerated, and the case was closed.
• Member was placed under IA for overtime policy violations. Upon review, member was cleared of all EEO allegations, and no action was taken against member.
• Member was involved in a vehicle pursuit with a wanted suspect. The suspect crashed into several vehicles and a bus stop bench, killing a citizen. Upon review, member received no administrative disciplinary action.
Kenneth Biggs – Biggs & Greenslade, PC
• Member was placed under IA for a policy violation pertaining to citizen criminal history. Upon review, the IA investigation resulted in no findings, and the case was closed.
Greg Cagle - Gregory Cagle, Attorney at Law, P.C.
• Member was placed under IA and given a 4-hour suspension for a use of force incident. After appeal, the 40-hour suspension was reduced to 24-hour suspension.
• Member was placed under IA for inappropriate language. Upon review, the allegations were not sustained.
Steven Dunbar – Law Offices of Steven M. Dunbar
• Member was named in a civil lawsuit for civil rights violations. After extensive pre-trial, the case against the member was dismissed.
• Member was placed under IA and arrested for a child custody warrant. After pre-trial, the charges were dropped and the IA investigation closed without discipline.
• Member was placed under IA and indefinitely suspended for abuse of police powers and insubordination. After arbitration, the suspension was decreased to a written warning.
• Member was placed under IA for body worn camera policy violations and incompetence. Upon review, all charges were dropped, and the case was closed.
• Member was denied a transfer due to mis-applied policy. After a hearing, the denial was rescinded, and member was allowed to transfer to a specialty unit.
• Two members were demoted by incoming sheriff without cause or permission from the Commissioner’s Court. After a grievance was filed, but before a hearing could be held, members were reinstated to previous ranks.
Alex Guajardo – Statesman Law Firm, PLLC
• Member was placed under IA for taking unapproved time off. Upon review, member received verbal counseling.
• Member was involved in an on-duty shooting. Upon review, member was cleared of any wrongdoing.
Randall Moore – Law Offices of Randall D. Moore, PLLC
• Member was suspended for damage to city property. After arbitration, the suspension was rescinded with no loss of seniority or benefits and member was awarded full compensation for the suspension.
• Member was involved in an on-duty shooting. Upon review, the grand jury no billed member.
Andy Stinson – Ramey & Flock, P.C.
• Member was involved in an on-duty shooting. Upon review, the grand jury no billed member.
Ray Thomas – Raymond L Thomas, Attorney at Law
• Member was involved in an on-duty shooting. Upon review, the DA office declined case, and IA was closed with no violations.
• Member was placed under IA for theft. Upon review, member was exonerated of allegations.
