Education Impacts Performance

Since 9/11, the need for new and regular training for law enforcement personnel at all levels of government is ever increasing. Due to the high visibility of police officers and interaction with the public on a constant basis, police officers must practice situational awareness consistently throughout the day. This mindset underscores the need for routine application of training to ensure adequate investigative technique, officer safety, and efficiency. Law enforcement personnel have a responsibility to make certain they that are up-to-date on modern day training, formal education, and become knowledgeable in tactics used by the criminal element. Training and education is more than just sitting in a classroom and earning a certificate. It is also about applying this newfound knowledge and maintaining proficiency. TMPA recognizes the importance and sees the benefits of regular training and advanced education to police organizations, supervisors, officers, and the public.

In addition to the wide variety of TMPA classes available, TMPA is proud to sponsor additional training programs that provide free training to officers on a wide variety of important topics. All offer TCOLE credit for officers successfully completing training. These courses are instructed by a combination of very talented staff and contract instructors who come to you, so no travel is necessary.

TMPA maintains a training agreement with TCOLE and is one of the largest independent training providers in the state. TMPA maintains a statewide network of instructors who bring the training to your agency inexpensively or at no cost. Many of the TMPA Field Representatives also instruct various courses throughout the state. Please contact us and we will do our best to bring the training you need to a location near you.

TMPA Courses

TMPA offers many different types of training suited to the needs of each agency.

Course Name Hours Description
Accident Investigation 16 Trains the street officer who responds to investigate traffic accidents. This class will help the investigator answer the most common questions about the accident.
Advance Accident Investigation 40 Teaches the officer to determine the speeds, measure and diagram the accident scene.
Arrest, Search and Seizure 16 Topics include: probable cause, legal elements of a search warrant, drafting a search warrant, arrest with or without a warrant, and warrantless searches.
Background Investigation 8 – 16 Resource and time management techniques are explored, as well as models of correct and cost-effective sequencing of overall selection process.
Basic Response Survival Training 16 Officers will be placed in real world scenarios such as traffic stops, pedestrian contacts, family fights, alarm calls, building clearing, crimes in progress, and violent critical incidents during this customizable course.
Basic Hostage Negotiation 40 Topics include: negotiating concepts and situation management, profiling the hostage taker, abnormal personalities, negotiating techniques/equipment, “Stockholm Syndrome,” stress management and media relations.
Basic and Advanced Instructor 40 Topics include: teaching/learning process, learning objective preparation, lesson plan preparation, instructional media, methods of instruction, testing and evaluation and liability issues related to training.
Civilian Interaction Training 2 Officers receive best practice instruction on their expected behaviors and reactions during a citizen contact. The information also includes instructions to drivers on how they should react and communicate with officers during a traffic stop.
Courtroom Testimony and Demeanor 8 This class will look at proper courtroom conduct for testifying.
Crime Scene Search 32 Topics include: how to thoroughly conduct and complete criminal investigations, proper handling and collection of evidence, DNA, preparation of casebook, interview versus interrogation techniques, crime scene photographs and preparation for courtroom testimony.
Cultural Diversity 4 – 8
Hands on, interactive and scenario based training designed to increase awareness and develop communication skills.
De-escalation Techniques 8 This course involves the use of techniques to reduce the intensity of an encounter with a suspect and enable an officer to have additional options to gain voluntary compliance or mitigate the need to use a higher level of force while maintaining control of the situation.
Determining Speed at Traffic Collisions 16 Students will learn to compute speeds from skids, yaws, flips and vaults.
Firearms Instructor 40 Topics include: instructor responsibilities and duties, liability issues, designing courses of fire, teaching the fundamentals of shooting, identification of shooting problems, and correcting shooting problems.
Field Training Officer 24 Topics include: counseling techniques, human relations skills, training techniques and evaluation, control and documentation of records, role of the field officer, elements of FTO selection and FTO program operational procedures.
Intermediate Accident Investigation 40 Class for officers who work accidents on a regular basis. Students will learn about measuring and determining speeds at traffic collisions.
Leadership 8 Topics include: identification of leadership and management and their differences, situational leadership, leadership roles in law enforcement and common reasons people are not successful in leadership positions.
Measuring at Traffic Collisions 16 Class will teach the investigating officer to locate, mark, measure and record evidence at traffic collisions.
New Supervisor’s School 24 Topics include: role identification, communications, leadership styles, counseling liability and civil rights.
Officer Rights 4 Topics include: officer involved shootings, internal affairs investigations and other key officer issues.
Racial Profiling and Asset Forfeiture 24 Class will teach law enforcement to be better consumers of racial profiling research by demonstrating how these studies are conducted and analyzed. Participants will leave with practical, proactive ideas to implement in their department.
RADAR 24 Topics include: Doppler Principle, interference, tracking history, cosine effect, RADAR decision making process, tuning forks, basic case law, stationary RADAR, moving RADAR, case preparation and courtroom testimony.
Report Writing 8 Officers will be exposed to good characteristics used in report writing.
Spanish for Law Enforcement 32 Topics include: general communication skills, low and high risk vehicle stops, interviewing victims and suspects, traffic collission interviews and street “Tex-Mex” Spanish.
Special Investigative Topics 8 Topics include: child abuse and neglect, family violence sexual assault, sex offenders and general legislative changes.
Use of Force 16 Topics include: Texas Penal Code Chapter 9, liability issues, alternatives to using deadly force, preventive measures, media and community relations and social, economic and political aspects.

Basic Response Survival Training

BRST (Basic Response Survival Training) is a 2-day reality based, force on force training course developed for law enforcement officers to help prepare them to better assess and safely respond to potentially dangerous situations. Officers will go through stress inducing scenarios and use their critical thinking skills and training to respond with reasonable use of force if appropriate. Officers will be placed in real-world scenarios such as traffic stops, pedestrian contacts, family fights, alarm calls, building clearing, crimes in progress, and violent critical incidents. The BRST course is customizable to fit agency-specific needs. This is not a one-size-fits-all course.

Free Training

In addition to the wide variety of TMPA courses available, TMPA has partnered with the Texas Department of Transportation and the Criminal Justice Division of the Governor’s Office to bring free training and services to all law enforcement and criminal justice professionals across the state. Those funding sources have provided TMPA with the resources to provide free programs vital to law enforcement. These trainings will come to you so no travel is necessary, and all offer TCOLE credit for successful completion. Contact us for more information or to register.

Alcohol & Drug Abuse Prevention (ADAPT)

The purpose of the ADAPT program is to provide University law enforcement officers with all of the tools necessary in the prevention of alcohol and drug abuse among college students. The ADAPT program has been developed under the guidance of law enforcement officers, the Texas Department of Transportation, campus law enforcement officers and staff from TMPA to address the unique challenges that officers working on and around post-secondary campuses encounter. Texas Drug Recognition Expert Program (DRE)

The Texas Drug Recognition (DRE) Program is funded through a grant from the Texas Department of Transportation. The program serves to train, manage, and promote the International Association of Chiefs of Police (IACP) Drug Evaluation and Classification Program (DECP). The DECP is a 12-step, systematic and standardized evaluation used in the investigation of drivers who are suspected of being impaired by substances other than alcohol or in combination with alcohol. DRE School and recertification courses are free to Texas peace officers who meet the requirements to attend. The DRE School consists of three phases; Pre-School, 7-Day School, and Certification phase and when complete, qualifies the officer to receive 152 hours of TCOLE credit. The program also supports the establishment of DRE programs in local jurisdictions by providing administrative guidance and a best practices policy and procedure for using DREs in impaired driving and other investigations. Focus on Reducing Impaired Driving Among Youth (FRIDAY)

FRIDAY is a statewide training program funded since 2010 through a grant received from the Texas Department of Transportation (TxDOT). Through this grant, law enforcement officers across the state have the opportunity to receive free training related to the Texas Alcoholic Beverage Code, underage drinking, and investigative techniques. These courses are taught by officers who are committed to reducing underage drinking and underage impaired driving in their communities. The officers also establish community coalitions because increasing community involvement is a necessary component in ending underage alcohol abuse. To learn more, click here.

Law Enforcement Advanced DUI/DWI Reporting System (LEADRS)

The Law Enforcement Advanced DUI/DWI Reporting System (LEADRS) is a web-based reporting system with no licensing fees developed in 2004 by TMPA in conjunction with the Texas Department of Transportation (TxDOT). LEADRS allows peace officers to enter arrest information online and print case reports and District Attorney-approved pre-filled forms associated with DUI/DWI cases. Initially, LEADRS aimed to reduce DUI/DWI arrest reporting time by 30% but has since been found to reduce reporting time by up to 50%. To learn more, click here.

Law Enforcement Liaison (LEL) Distracted Driving

LEL and Training Project support the Texas Department of Transportation (TxDOT) with coordinating the Click It or Ticket (CIOT) mobilization and the Impaired Driving Mobilization (IDM), and with the law enforcement Selective Traffic Enforcement Programs (STEP’s). LEL’s travel throughout the State of Texas to teach distracted driving courses to teens, adults and to law enforcement: The teen and adult courses are 1 hour and the law enforcement course is 4 hours in length. Leadership Academy: Texas

Leadership Academy: Texas is a school-based program for 7th and 8th graders. The purpose of this program is to encourage and inspire today’s student leaders, while simultaneously building relationships and a sense of community between the students and their school resources officer (SRO) and school counselors. Sexual Assault Family Violence Investigators Course (SAFVIC)

SAFVIC provides comprehensive training courses that emphasize professional response and investigation of family violence, sexual assault, and stalking. It is designed to provide Texas law enforcement officers and telecommunication professionals with the tools they need to effectively investigate and prevent sexual assault and family violence. The SAFVIC Programs are funded by a grant from the Criminal Justice Division, Office of the Governor and the National Violence Against Women Office. To learn more, click here.

SAFVIC Systems

SAFVIC Systems is a web-based reporting system (based on the LEADRS model) that will help standardize domestic violence reporting for law enforcement. It is currently built to handle Domestic Violence cases, but as funding allows, the capability will be expanded to include sexual assault, human trafficking, stalking, and protective order enforcement. This free reporting tool will streamline investigations, provide accurate data, and expedite communication for law enforcement, gathering the best information possible for the prosecution while eliminating redundant forms. Systems is designed to be used across the criminal justice system, with different roles and functions for officers, judges, prosecutors. The program is currently in testing, with plans to take the System live in Spring 2022. System training will be offered in conjunction with training on trauma-informed interviewing. Standardized Field Sobriety Testing (SFST)

SFST Refresher Training Course is a statewide training program funded since 2012 through a grant received from the Texas Department of Transportation (TxDOT) in coordination with TMPA. Through this grant, law enforcement officers across the state have the opportunity to receive free training to further enhance their expertise in DWI deterrence and decrease alcohol-related crashes, injuries, and deaths. The SFST Training Program improves the administration and overall consistency of the SFST Battery by individual police officers. To learn more, click here.
